英國(guó)當(dāng)?shù)貢r(shí)間3月9日15時(shí)，敬業(yè)集團(tuán)收購(gòu)英國(guó)鋼鐵公司交割儀式在英國(guó)斯肯索普英鋼會(huì)議中心舉行。中國(guó)駐英大使劉曉明在活動(dòng)現(xiàn)場(chǎng)發(fā)表了《共堅(jiān)信心，共克時(shí)艱，共贏發(fā)展》的講話。全文內(nèi)容如下：

 

 

尊敬的英國(guó)商業(yè)、能源和產(chǎn)業(yè)戰(zhàn)略大臣夏爾馬先生，

尊敬的中國(guó)河北敬業(yè)集團(tuán)董事長(zhǎng)李趕坡先生，

尊敬的中國(guó)河北敬業(yè)集團(tuán)總經(jīng)理李慧明先生，

尊敬的英國(guó)鋼鐵公司首席執(zhí)行官蒂倫先生，

女士們、先生們：

　　大家上午好！

　　很高興來(lái)到享有“工業(yè)花園城”美譽(yù)的斯肯索普市，出席中國(guó)河北敬業(yè)集團(tuán)收購(gòu)英國(guó)鋼鐵公司交割儀式。這項(xiàng)收購(gòu)歷時(shí)近一年，終于水到渠成、瓜熟蒂落，為中英關(guān)系“黃金時(shí)代”喜添“黃金成果”！我謹(jǐn)向敬業(yè)集團(tuán)和英鋼公司表示熱烈祝賀！向?yàn)榇烁冻鲂燎谂c汗水的中英各界人士表示衷心感謝！

　　在當(dāng)前中英兩國(guó)人民共抗疫情、共克時(shí)艱的關(guān)鍵時(shí)刻，這個(gè)項(xiàng)目的交割尤顯珍貴、尤為難得。我認(rèn)為，這份沉甸甸的“黃金成果”彰顯了“三個(gè)堅(jiān)定信心”：

　　一是對(duì)中英關(guān)系“黃金時(shí)代”行穩(wěn)致遠(yuǎn)的堅(jiān)定信心。今年是習(xí)近平主席2015年訪英開(kāi)啟兩國(guó)關(guān)系“黃金時(shí)代”五周年。不久前，習(xí)近平主席和約翰遜首相通電話，為兩國(guó)關(guān)系指明了方向、明確了任務(wù)。習(xí)主席強(qiáng)調(diào)，中英雙方要堅(jiān)持互利共贏合作導(dǎo)向，對(duì)接中英經(jīng)濟(jì)互補(bǔ)性，開(kāi)展更多實(shí)質(zhì)合作。約翰遜首相表示，英國(guó)歡迎中國(guó)企業(yè)赴英投資，愿在共建“一帶一路”框架下加強(qiáng)同中方合作，推進(jìn)中英關(guān)系“黃金時(shí)代”不斷取得新成果。我相信，這次收購(gòu)體現(xiàn)了雙方領(lǐng)導(dǎo)人的通話精神，為中英關(guān)系和“一帶一路”合作注入了新動(dòng)力。

 

　　二是對(duì)中英互利共贏、共同發(fā)展的堅(jiān)定信心。今年是中英雙方發(fā)展進(jìn)程中的重要一年。中國(guó)將全面建成小康社會(huì)，徹底消除絕對(duì)貧困，實(shí)現(xiàn)第一個(gè)百年奮斗目標(biāo)，英國(guó)已正式脫歐并積極打造“全球化英國(guó)”。在此過(guò)程中，中英兩國(guó)發(fā)展戰(zhàn)略契合，經(jīng)貿(mào)合作互補(bǔ)性強(qiáng)，合作前景十分廣闊。中英可進(jìn)一步深化在貿(mào)易投資、基礎(chǔ)設(shè)施、綠色金融、公共衛(wèi)生等領(lǐng)域合作，挖掘人工智能、金融科技等領(lǐng)域合作新潛力。本次收購(gòu)不僅保留3200個(gè)本地工作崗位，推動(dòng)英國(guó)鋼鐵公司轉(zhuǎn)型升級(jí)，促進(jìn)英國(guó)鋼鐵工業(yè)高質(zhì)量發(fā)展，更是對(duì)“后脫歐時(shí)代”中英互利合作投下的“信任票”。我希望并相信，在雙方共同努力下，該項(xiàng)目一定能打造成中英優(yōu)勢(shì)互補(bǔ)、互利共贏、共同發(fā)展的典范。

　　三是對(duì)中英同舟共濟(jì)、共克時(shí)艱的堅(jiān)定信心。病毒沒(méi)有國(guó)界，需要全球共同應(yīng)對(duì)，需要各國(guó)同舟共濟(jì)、共克時(shí)艱，共同構(gòu)建人類命運(yùn)共同體。越是面對(duì)困難和挑戰(zhàn)，越要堅(jiān)持以開(kāi)放促合作、以合作促發(fā)展。這次成功收購(gòu)，充分體現(xiàn)了人類命運(yùn)共同體意識(shí)，也生動(dòng)詮釋了開(kāi)放合作、開(kāi)放創(chuàng)新、開(kāi)放共享的時(shí)代潮流。我期待，這一項(xiàng)目既能為中英攜手合作、共迎挑戰(zhàn)提供重要助力，也能為構(gòu)建開(kāi)放型世界經(jīng)濟(jì)提供更多信心。

　　女士們、先生們，

　　中國(guó)有句古語(yǔ)：“疾風(fēng)知?jiǎng)挪荩迨幾R(shí)誠(chéng)臣”。英國(guó)也有句諺語(yǔ)：“驚濤駭浪方顯水手本色”。我衷心祝愿敬業(yè)集團(tuán)與英鋼公司合作愉快、相攜共進(jìn)、共贏發(fā)展。祝愿中英雙方以此次收購(gòu)為新起點(diǎn)，繼續(xù)加強(qiáng)互利合作，打造更多精品項(xiàng)目，為中英關(guān)系“黃金時(shí)代”新的十年再出發(fā)譜寫更加輝煌的篇章！

Speech by H.E. Ambassador Liu Xiaoming at the Event in Celebration of the Acquisition of British Steel by Jingye Group: Shared Confidence, Joint Efforts and Win-Win Development

Mr. Deelen,

Ladies and Gentlemen:

Good morning!

It is a real delight to join you at Scunthorpe, the well-known “Industrial Garden Town”, to mark the acquisition of British Steel by Jingye Group.

After nearly one year of discussion and preparations, this deal finally went through. This is a “golden fruit” of the China-UK “Golden Era”. I would like to extend my warmest congratulations to Jingye Group and British Steel! I would also like to express my heartfelt thanks to everyone, from China and the UK, who has worked hard to make this possible!

At this critical time when the Chinese and British people are working together to get COVID-19 under control, this “golden fruit” is especially valued. I think it demonstrates our confidence in the following three aspects:

First, it shows our confidence in the steady and sustained development of the China-UK “Golden Era”.

This year marks the fifth anniversary of the China-UK “Golden Era” launched by President Xi Jinping’s state visit to the UK in 2015.

Last month, President Xi and Prime Minister Johnson had a telephone conversation in which they charted the course and outlined our tasks for developing China-UK relations.

During the conversation, President Xi said, China and the UK should remain committed to win-win cooperation, tap our economic strength, and engage in more productive cooperation. Prime Minister Johnson responded that the UK welcomes investment from China, and is ready to deepen cooperation on the Belt and Road Initiative, so as to achieve new outcomes for the China-UK “Golden Era”.

The cooperation between Jingye and British Steel lives up to the vision of the leaders of our two countries. It will give a fresh boost to China-UK relations and provide a new stimulus to our cooperation on the Belt and Road Initiative.

Second, this deal displays our confidence in win-win cooperation and common development.

The year 2020 is an important year for both China and the UK. China will achieve its first centenary goal, namely, to complete the building of a moderately prosperous society and eliminate absolute poverty. The UK has left the EU and is building a “global Britain”.

With similar strategies for development and complementary economies, China and the UK enjoy broad prospects for cooperation. Our two countries could work together more closely in trade, investment, infrastructure, green finance and public health. We could also tap new potential for cooperation in artificial intelligence and FinTech.

The deal we are marking today will not only save 3,200 jobs for the local community, transform and upgrade British Steel, and promote high-quality development of steel industry in the UK. It is also a vote of confidence in the mutually-beneficial cooperation between China and the UK after Brexit.

I hope and believe that, with the concerted efforts of both sides, this project will bring the comparative strength of our two countries together, and become a shining example of China-UK win-win cooperation and common development.

Third, this acquisition also demonstrates the confidence and belief that China and the UK will work together to overcome any difficulty.

Virus knows no borders. In combating COVID-19, countries should stand by each other and work together in the spirit of a community with a shared future for mankind.

In face of difficulties and challenges, it is all the more important that we stay open in order to deepen cooperation and, in turn, promote development.

The cooperation between China’s Jingye and British Steel embodies the spirit of a community with a shared future for mankind. It is the best interpretation of the prevailing trend of our times, that is, countries should be open to cooperation, embrace innovation and share the benefits of development.

It is my hope that the deal between China’s Jingye and British Steel will provide a strong impetus to China-UK joint response to challenges and instill confidence in an open global economy.

Ladies and Gentlemen:

As a Chinese saying goes, “The strength of grass is revealed in strong wind; Loyalty is tested in troubled times.”

A similar saying in the UK goes, “The good seaman is known in bad weather.”

I wish Jingye and British Steel pleasant, fruitful and win-win cooperation.

I also hope this deal will be a new starting point for China-UK cooperation. We should build on this success to enhance mutually-beneficial collaboration and set up more flagship projects. Together we will write a more splendid chapter for China-UK “Golden Era” in the coming decade!
